Rotation
Typhoon > Crashing Hail > Lightning Storm > Billion Volt Strike > Sudden Tornadoes > Storm Surge > Microburst
Use cooldown on Billion Volt Strike to keep track on your area DoTs duration
Talents
Row 1: Butterflies and Hurricanes
Row 2: Lightning Tempest
Row 3: Healing Rain
Row 4: Billion Volt Strike
Row 5: Fury of the Storm
Legendary
Golden Bow of Apollo have a little better DPS because of procs, you can use Cosmic Control Rod instead, if you cant afford a lvl 80 legendary use M'Kraan Crystal and you will be fine.
If having trouble surviving Cosmic difficult use Shield of Perseus, you will lose some DPS but remember dead people do NOT have DPS
Artifacts
Currently I am using Edge of Infinity, Skrull Energy Rifle Focusing Crystal, Crossbones's Teaching Credentials (energy) and Gem of the Kursed, this setup is what I found best so far, but now we have cosmic artifacts so this setup might change, since some of them do not have cosmic versions. Always use Blessing of Loki on all artifacts

Wrist-Mounted Laser Projection Unit
Medalallion
Use Doctor Doom Medallion, try get one with perfect power duration, thats important for Storm
Relic
Relic of Atlantis is the best one but you can also use Relic of Xandar
Uru-Forged
Both Uru-Forged War Belt/ Uru-Forged War Ballista can be used, also if you want more defense use Uru-Forged War Plate
The best runeword is Bowazon, but you can use God of Mischief till get Bowazon
Ring
Sling Ring of the Kamar-Taj (energy)/Sling Ring of the Kamar-Taj (ranged) can be used, they are the best ones because invulnerability. You can also use Industry City Signet (energy)/Industry City Signet (ranged) if you dont have one
Uniques
Basically ALL Storm uniques are terrible, so keep in mind you gonna need lots of any hero uniques
Slot 1 : Fragment of Twilight is BiS, but you can use Heavily Modified Mercenary Assault Rifle
Slot 2: Portal's Darkhawk Armor is BiS, but Windreaver Pendant can be used till you get a decent Portal's Darkhawk Armor
Slot 3: Coat of the Skull is BiS, use Wonderman's Jet Belt or S.H.I.E.L.D. Systems Reconnaissance Belt while you farm your Coat of the Skull
Slor 4: Batroc's Savate Boots is BiS because Attack Speed, but Hydra Repulsor Boots and Nisanti Boots are good options
Slot 5: Essence of Jinn is BiS, to be honest nothing compare, if you dont have one use Strike Team Mohawk
On challenge bonus there is no difference in Speed or Energy, I choose Speed because dodge but you can go Energy
Insignia/Catalyst/PET
We need Critical Damage Rating and Critical Hit Rating/Ranged Damage on Insignia of Phoenix, if you still dont have a good one Storm have lots of options like Insignia of Havok, Insignia of Quicksilver, Insignia of Storm, Insignia of Wasp or Insignia of Cyclops
On Catalyst get one with Health/Spirit regen on Med-Kit/ 3 Speed or 3 Energy/ Health when you hit an enemy - last affix can be your choice, I prefer Health but also can be ranged damage or something else, on cosmic bonus we want shield when use Med-Kit and adapt to your enemies damage type, on crafted affixes go for Critical Damage Rating on all 4 affixes
Our PET should be 8% Health/ 50 Spirit / 10% Brutal Damage / 4% Ranged Damage and 4% Crit Damage when Crit / 3 Speed or 3 Energy

I dont have lots of TU, so I can only talk about what I have. Agent Coulson Team-Up provide the best DPS followed by Holo-Wolverine Team-Up, if you want utility Clea Team-Up is the best option
