Taking an idea from @Vespyr with Emma Frost's Hive Mind, I decided to create an entire amalgam of Storm's feeback from her official feedback thread as well as other threads in the Storm forum.
I'm hoping that this thread will spark some life back to the Storm forum and get some attention from the devs.
I tried to make this as unbiased as possible and hopefully I have included all the best and constructive feedback I could find. This will never look as good or as detailed as The Hive Mind does, but hopefully the point still gets across. I did my best to make it look the part and to get the information across.
Please, if anyone has any feedback whatsoever of Storm, post it here or in Storm's official feedback thread and it will be added to the lists! I'll pay attention to this as much as possible and hope that the developers pay close attention to it. I'm on the forums periodically so I won't miss anything. And if I do, just let me know. If someone makes a thread about their own ideas for Storm, I will add that here as well and obviously tag them.
I tagged everyone with their comments respectively. I sincerely do not want to take credit for anyone else's ideas. If needed, I did make a few grammar edits so the comments would be easier to understand. I also apologize for the amount of text.
Some of the comments are from right after Storm's 52 review in summer 2014. So bare with me if anything does seem outdated. However, reading through everything I have included pretty much all of these ideas still apply. If anything was outdated, I did not include it. All of the comments from the feedback thread are for the most part in order from when they posted. So comments from page one will show up first and so and so forth.
I also would like to point out that the last time Storm got any major updates or changes or pretty much anything for her was her 52 rework in mid-summer 2014.
Sudden Tornadoes, Typhoon, and Electrocute by far have the most feedback.

GENERAL NOTES ABOUT STORM
Everyone seems to agree that her visuals are flat and that all of them need a drastic update. Her lightning looks mostly 2D, and her wind is very unexciting.
She needs a grand SFX update as well.
Storm needs burst powers. She's one of the only characters I can think of that doesn't have any (excluding Storm Surge, that's a little different).
Storm needs more representation of all of her abilities, not just lightning and wind. Include cold/rain powers, heat wave, air pressue, etc..
Storm needs defense. She lacks it in all three of her passives, so adding defense to one of them would be wonders.
Storm has atrocious spirit issues that need to be addressed. You need to stack up a lot on spirit on hit affixes and spirit cost reduction affixes in order to keep her spirit from running out too quickly. And a costume core with 25% health/spirit on medkit use is absolutely a necessity to not run out of spirit. We shouldn't have to rely on all of those spirit return affixes so heavily.
Lightning Strike and Lightning Column need to be combined. Keep the spirit mechanic from Lightning Strike.
Overall Lightning Rush and Elusive Shock are powers that are not needed and for the most part not even used and most Storm players would care less if they were gone. Captain Marvel and Cyclops are the only other two characters I can think of that have something like Elusive Shock, and Captain Marvel is just as dangerously outdated as Storm is.
Lightning Storm's visual should last longer and the casting animation along with Crashing Hail need to lose their hopping.
Make Electrocute deal more damage as well as adding a mechanic that doesn't make it as dangerous to use or something that adds more oomph to the power.
Typhoon needs to change. Make it keep targets in the Typhoon for it's duration, including bosses, so they cannot escape. This signature power is different as it's basically one of the only signature powers that enemies can actually escape from. Additionally, make Typhoon's animation similar to Ant-Man's Antnado and be able to control it for the duration. As you move Typhoon moves with you.
Sudden Tornadoes has too many different suggestions to suggest one thing here. But the power must change.
Storm's eye visuals on Arcing Tempest should also be present on Freezing and Gusting Tempests.
Arcing Tempest, Gusting Tempest, and Freezing Tempest could all easily be specializations for a single power. Just like Magik has specializations for Vampiric Incantation, this could easily work for Storm.
Three passives is now kind of old school, so split the stats of Spirited into Healing Winds and the Eye of the Storm.
Storm has 3 passives, two of which usually end up being 1 pointers. Regrouping the effect to have her only have two would help.
Storms hero synergy is god awful and needs a boost. I mean Loki has -5% spirit cost for ONE of his synergies and Storms is a lousy +30 spirit total? If you're going to keep it the same at least bump it up to 30-50 spirit each synergy.

I agree with everything said. Please don't limit Storm's powers. There's no reason to have 10 lightning powers when she has control over all elements of weather (whether on Earth or another Planet/solar system).
In addition to lightning and wind, Storm's abilities include ice, heat from the sun, air/atmospheric pressures, rain, magnetic fields, temperature, and probably even more than that.
If three main types are required, I would want a specialization for lightning, wind, and ice that interacts with her signature. However, I would still include her other abilities as various powers in her trees.
Also, her defense and will power are much greater than what is shown in-game. Please increase her defensive abilities and spirit sustain while you are planning her future.
In the same way of what other players are saying, I think she could benefit from having a ressource like ant-man.
Correct me if I am wrong, but lore-wise, I think she is a hero who needs to focus to build a storm, and not cast 3 giant hurricanes and a crashing hail in a blink. She could be a true (damage) over-time character. Slow to start, but one of the more powerful character when the combat last long.
Similar to the ants of ant-man, while fighting, she could build up a storm which cover the screen with winds, rains, and then finally grail and lightning and hurricanes after a while (maybe one minute to see her full potential). But without the ability to spend all of it in a powerful strike like ant-man, it doesn't suit a character which controls the weather.
To balance, she could have an exhaust resource (a bit like spirit), so she could have to slow down from time to time.
It would have to be discussed if her main damages would come from this "storm passive" or from her "active skills", which could just be one way to build the storm and cast crowd control skills.
